MILLER -- read once and referred to the Committee on Racing and Wagering AN ACT to amend the racing, pari-mutuel wagering and breeding law, in relation to prohibiting certain claims from being finalized in claim- ing races THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The racing, pari-mutuel wagering and breeding law is 2 amended by adding a new section 104-c to read as follows: 3 S 104-C. PROHIBITION AGAINST FINALIZING CERTAIN CLAIMS IN CLAIMING 4 RACES. NO CLAIM FOR A HORSE IN A CLAIMING RACE SHALL BE FINALIZED, 5 UNLESS SUCH HORSE FINISHES THE RACE UNASSISTED AND IS EXAMINED BY A 6 VETERINARIAN, LICENSED TO PRACTICE VETERINARY MEDICINE IN THIS STATE 7 PURSUANT TO ARTICLE ONE HUNDRED THIRTY-FIVE OF THE EDUCATION LAW. 8 S 2. This act shall take effect on the same date and in the same 9 manner as section 14 of part A of chapter 60 of the laws of 2012, as 10 amended, takes effect; provided, however, that effective immediately, 11 the addition, amendment and/or repeal of any rule or regulation neces- 12 sary for the implementation of this act on its effective date are 13 authorized to be made on or before such effective date.
