Bill Title: Enacts into law major components of legislation necessary to implement the state transportation, economic development and environmental conservation budget for the 2019-2020 state fiscal year; clarifies the dormitory authority's authorization to finance certain health care facilities (Part A); relates to extending the authority of the dormitory authority to enter into certain design and construction contracts (Part B); transfers and conveys certain property and requires certain projects built to be deemed public works projects (Part C); relates to project delivery and authorization (Part D); makes certain waste tire management and recycling fees permanent and provides for project funding (Part E); establishes guidelines for carryout bag waste reduction (Part H); removes requirements for notice of freshwater wetlands maps and tidal wetlands boundary maps to be mailed by certified mail (Part J); requires manufacturer disclosure and labeling of personal care products and cleansing products containing carcinogens, mutagens or endocrine disruptors and other harmful chemicals (Part K); relates to student loan services (Part L); authorizes the commissioner of motor vehicles to approve demonstrations and tests consisting of the operation of motor vehicles equipped with autonomous vehicle technology; relates to the submission of reports extending the effectiveness thereof; and permits a driver to not have a hand on the steering mechanism of a vehicle while a driving automation system is engaged (Part M); extends the ignition interlock device program (Part N); extends the expiration of certain provisions relating to taxes and the mandatory surcharge and victim assistance fee to 2021 (Part O); extends provisions permitting the secretary of state to provide special handling for all documents filed or issued by the division of corporations and permits additional levels of such expedited service (Part R); authorizes the commissioner of transportation to charge and collect a fee for the inspection or reinspection of certain for-hire motor vehicles (Part T); authorizes utility and cable television assessments to provide funds to the department of health from cable television markets, environmental conservation, office of parks, recreation and historic preservation (Part U); requires state agencies and authorities to enter into contracts only with service providers that adhere to net neutrality principles (Part V); authorizes the NYS energy and research development authority to finance a portion of its research, development and demonstration policy and planning, and Fuel NY programs, as well as the department of environmental conservation's climate change program and the department of agriculture and markets' Fuel NY program from an assessment on gas and electric corporations (Part W); relates to the powers of the urban development corporation to make loans (Part Y); extends provisions relating to the empire state development fund (Part Z); reauthorizes the minority and women-owned business enterprise program and extends certain provisions relating to the New York state infrastructure trust fund, and establishes a workforce diversity program (Part AA); establishes the "Gateway Development Commission Act" (Part DD); directs the metropolitan transportation authority to contract for the provision of an independent forensic audit of such authority (Subpart A); requires the submission of a twenty-year capital needs assessment to the metropolitan transportation authority capital program review board (Subpart B); exempts the metropolitan transportation authority from bond issuance charges otherwise required to be paid to the state (Subpart C); relates to membership on the MTA board (Subpart D); relates to local bid preference for competitive requests for proposals (Subpart E); establishes metropolitan transportation authority transit performance metrics (Subpart F) (Part EE); provides certain metropolitan transportation commuter district supplemental taxes, surcharges and fees to the metropolitan transportation authority without appropriation (Part FF); relates to automated enforcement cameras for stopping, standing, parking and turning limitations within congestion toll zone and designated bus corridors (Part GG); extends the effective date of sections of law relating to the resolution of labor disputes (Part HH); classifies the assault of highway workers, airport workers, metropolitan transportation authority bus operators, and department of transportation inspectors, investigators and examiners as assault in the second degree (Part II); enacts the Toll Payer Protection Act (Part JJ); establishes the parks retail stores fund and the golf fund as enterprise funds (Part MM); allows the New York state olympic regional development authority to enter into contracts or agreements containing indemnity provisions in order to host olympic or other national or international games or events (Part NN); extends provisions related to procurements by the New York city transit authority and metropolitan authority (Part RR); relates to the creation of a searchable database and requires the Urban Development Corporation to create or modify an existing searchable database, including information on qualified participants receiving state economic development benefits (Part SS); relates to procurements and authorizes the state comptroller to oversee certain contracts of the research foundation of the state university of New York (Part TT); relates to the donation of excess food and recycling of food scraps (Part UU); and requires the department of transportation to maintain a website for the reporting of defects on state highways and bridges (Part VV).
