Bill Title: Requires that, in every school district in cities having a population of 1,000,000 or more, there shall be employed in every elementary school with non-English speaking pupils, at least one teacher who is licensed as a teacher of English as a secondary language for every fifty non-English speaking pupils or fraction thereof.
