Summary

Reforms aspects of local government and school accountability; authorizes school districts to establish the position of deputy claims auditor; requires notice of reserve funds, allows school districts to audit sample of claims, amends the powers and duties of boards of cooperative educational services, requires resolution for reserve funds, allows acquisition and use of credit cards by local governments, addresses tax stabilization reserves, reserves for bonded indebtedness and employee benefit accrued liability reserves, and authorizes school districts and boards of cooperative educational services to establish retirement contribution reserve funds for the purposes of the New York state teachers' retirement system.
