Title

Includes acts of terrorism including biological, chemical or radiological terrorism within the definition of disaster for the purpose of local disaster preparedness plans; adds to what must be included within a county disaster preparedness plan; establishes the energy transportation and storage security program; establishes the government continuity program; establishes the business continuity program; establishes the post disaster recovery program; establishes the energy security program; establishes the public security evacuation program; establishes the disaster preparedness plan program; establishes an endowed academic chair within the state university of New York for the study of terrorism and homeland security; directs such chair to organize conferences and seminars, develop training programs for law enforcement officers, publish its proceedings and maintain a library; appropriates $350,000 therefor; directs law enforcement agencies to immediately report to the superintendent of state police every report of a suspected or preceived release of a chemical, biological or radiological agent.
