Summary
This bill would provide an incentive for the purchase of lower polluting vehicles and create a disincentive for the purchase of higher polluting vehicles, as compared to the average fleet-wide vehicular greenhouse gas and air pollutant emissions for any given model year. The program would be self-financing and structured to preserve customer choice, while addressing the costs of global warming and air pollution from vehicular emissions.
Title
An act to amend the environmental conservation law, in relation to providing a rebate for the purchase of lower polluting vehicles and assessing a surcharge for the purchase of higher polluting vehicles
