Enacts the "child assault reform act" (CARE); creates the crimes of aggravated assault upon a person less than twelve years old in the first and second degrees; creates the crime of aggravated criminally negligent homicide upon a person less than twelve years old; creates the crimes of aggravated manslaughter upon a person less than twelve years old in the first and second degrees; and creates the crime of aggravated murder upon a person less than twelve years old.
