     Overrides Governor's line-item veto reducing appropriation to Higher Education Student Assistance Authority, in but not of Dept. of State, for Tuition Aid Grants.

A Concurrent Resolution overriding a line-item veto of an appropriation to the Higher Education Student Assistance Authority, in but not of the Department of State, for Tuition Aid Grants.

 

     Be It Resolved by the Senate of the State of New Jersey (the General Assembly concurring):

 

     1.  That the following line-item of appropriation, on page 161 of Senate Bill No. 4000 of 2011 (P.L.2011, c.85), which was the subject of objection by the Governor in the Governor's veto statement of June 30, 2011, be restored to law as follows, the objections thereto of the Governor notwithstanding:

     2.  BE IT FURTHER RESOLVED, that copies of this resolution be delivered to the Governor, the State Treasurer, and the Secretary of State.  

 

 

STATEMENT

 

     This resolution restores the amount of an item of appropriation in the annual appropriations act for fiscal year 2012 that was reduced by the Governor's line-item veto.  

     The Grants-In-Aid line-item appropriation to the Higher Education Student Assistance Authority, located in but not of the Department of State, for Tuition Aid Grants was reduced by the Governor by $46,458,000 to $294,298,000 in accordance with the Governor's veto statement of June 30, 2011.  That reduction is $25,158,000 less than the amount recommended for Tuition Aid Grants as proposed in the Governor's budget recommendations of February 22, 2011.   

     The Legislature seeks through this concurrent resolution to restore the full amount of funding that was recommended for appropriation ($340,756,000) to the Higher Education Student Assistance Authority for Tuition Aid Grants under the annual appropriations bill for fiscal year 2012 (Senate Bill No. 4000 of 2011) as transmitted to the Governor on June 29, 2011.

     Tuition Aid Grants (TAG) are administered by the Higher Education Student Assistance Authority, and are awarded in accordance with provisions of current law to all eligible New Jersey residents attending New Jersey postsecondary institutions, including community colleges, State colleges and universities, independent colleges and universities, and degree-granting proprietary institutions. Award amounts vary depending on the financial need of the student, cost of attendance, and the availability of funding for grants.   

     The restoration of State funding as provided for by this resolution will enable the Higher Educational Student Assistance Authority to assist a greater number of New Jersey residents attending postsecondary institutions and degree-granting proprietary institutions in their pursuit of higher education.
