SYNOPSIS
Requires Chief Administrator of MVC to establish transportation network company rider safety awareness campaign.

An Act concerning transportation network company rider safety and supplementing P.L.2017, c.26 (C.39:5H-1 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Chief Administrator of the New Jersey Motor Vehicle Commission, in consultation with the Attorney General, shall establish a public awareness campaign to inform the general public about transportation network companies and to improve public awareness of safe practices when using transportation network company services.
b. The public awareness campaign shall include development and implementation of public awareness and outreach efforts to inform the public about transportation network company rider safety, including, but not limited to, the importance for a rider to:
(1) plan ahead before requesting a prearranged ride from a transportation network company;
(2) confirm that the license plate number, driver picture, and driver name all match what is listed on the transportation network company's digital network;
(3) ride in the backseat of the transportation network company driver's personal vehicle when riding alone;
(4) wear a seatbelt in order to reduce injuries related to car accidents;
(5) personally map the route during the prearranged ride to ensure the transportation network company driver is taking the rider to the correct destination;
(6) share trip details with a friend, including the rider's estimated time of arrival to the requested destination;
(7) refrain from sharing any personal information with the transportation network company driver;
(8) ask the transportation network company driver "what's my name?" before entering the transportation network company driver's personal vehicle to ensure the rider is entering the correct vehicle; and
(9) review information concerning available safety features on a transportation network company's digital network before requesting a ride from the transportation network company.
c. The chief administrator shall provide printed and electronic materials concerning the need for the public to take safety precautions when using transportation network company services and shall disseminate those materials to: every public and private institution of higher education, as defined in N.J.S.18A:72A-3, throughout the State; at public venues throughout the State; and to any other locations the chief administrator deems appropriate.
d. The chief administrator shall report to the Governor, and pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), the Legislature, no later than 24 months after the effective date of this act, on the activities and accomplishments of the public awareness campaign.
2. This act shall take effect immediately.
STATEMENT
This bill requires the Chief Administrator of the New Jersey Motor Vehicle Commission (chief administrator), in consultation with the Attorney General, to establish a public awareness campaign to inform the general public about transportation network companies and to improve public awareness of safe practices when using transportation network company services. The chief administrator is required to provide printed and electronic materials concerning the need for the public to take safety precautions when using transportation network company services and is required to disseminate those materials to every public and private institution of higher education throughout the State; at public venues throughout the State; and to any other locations the chief administrator deems appropriate. The chief administrator is required to report to the Governor and the Legislature concerning the activities and accomplishments of the public awareness campaign within two years of the effective date of the bill.
