     Authorizes State Treasurer to sell surplus real property in Borough of Totowa.

An Act authorizing the State Treasurer to sell as surplus State property certain land and improvements thereon in the Borough of Totowa, County of Passaic.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  The Department of the Treasury is authorized to sell and convey, as surplus real property, all of the State's interest in the property formerly known as the North Jersey Developmental Center, which consists of 142.26+ acres of land and improvements thereon, designated as Block 154, Lot 19, in the Borough of Totowa, County of Passaic, which land and improvements have been declared surplus to the needs of the State.

     b.  The sale and conveyance authorized by subsection a. of this section shall be executed in accordance with the terms and conditions approved by the State House Commission.

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill authorizes the State Treasurer to sell and convey the former North Jersey Developmental Center in the Borough of Totowa, County of Passaic, which consists of 142.26+ acres of land and improvements thereon, designated as Block 154, Lot 19.  The property has been declared property that is surplus to the needs of the State.  The North Jersey Developmental Center once housed 400 adults with developmental disabilities, but was shut down in July 2014 amid a State effort to move adults with disabilities out of large institutions.  On October 20, 2016, the State House Commission approved the request by the Department of the Treasury to sell the property to the Borough of Totowa.  According to the minutes of the State House Commission meeting at which the commission approved the conveyance, "The minimum bid requirement would be $4,449,000 which is the difference between the appraised value of $14,500,000 and the estimated demolition costs and environmental cleanup of $10,051,000."
