     Prohibits sale of blunt wraps.

An Act concerning sale of blunt wraps and supplementing Title 2C of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  No person, either directly or indirectly by an agent or employee, or by a vending machine owned by the person or located in the person's establishment, shall sell, offer for sale, or distribute blunt wraps for commercial purposes.

     b.    "Blunt wrap" means an individual tobacco wrapper, also known as a wrap or roll-your-own cigar wrap, that is made wholly or in part from tobacco, including reconstituted tobacco, whether in the form of tobacco leaf, sheet, or tube, if such a wrap is designed to be sold to individuals.

     c.     Violation of this section shall be a disorderly persons offense, punishable by a fine of up to $1,000.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would prohibit the sale and distribution of blunt wraps, which are used to smoke illicit substances.

     Major cities across the country, including Boston, Chicago, Baltimore and Washington, D.C. have implemented bans on blunt wraps or otherwise restricted their sale, after finding that blunt wraps are frequently marketed and sold to youth.  According to the national Institute on Drug Abuse, increases in marijuana smoking among youth and the young adult population have been accompanied by the popularization of smoking marijuana as "blunts".

     As a result of this bill's provisions, sale and distribution of blunt wraps will now be a disorderly persons offense punishable by a fine of up to $1,000.
