SYNOPSIS

     Calls upon National Park Service to assist NJ in marketing events and sites of historic, cultural, and natural significance in the State.

An Assembly Resolution urging the National Park Service to assist the State of New Jersey in marketing events and sites of historic, cultural, and natural significance in the State.

 

Whereas, In order to promote the public use and stewardship of New Jersey's parks and historic and cultural sites, and in order to encourage and facilitate greater public participation in the State's cultural, historic, and recreational events, it is necessary for the State to continue to engage in, and promote the use of, coordinated marketing efforts that are designed to heighten public awareness and engagement in relation to the State's invaluable and numerous historic, natural, and cultural resources and activities; and

Whereas, The National Park Service, in the United States Department of the Interior, has indicated that it is proud to join forces with state governments to help revitalize communities, recognize, promote, and preserve local history, and introduce the next generation to environmental stewardship opportunities and responsibilities; and

Whereas, The National Park Service currently offers advice and technical assistance, and provides grant moneys, to both state and local governments, in order to aid these governments in the protection of significant historic and cultural sites, the preservation of the nation's diverse cultural heritage, and the creation of close-to-home recreational opportunities; and

Whereas, The National Park Service, through its Heritage Education Services Program, is responsible for educating people of all ages, promoting public knowledge of, and support for, cultural resources in parks and communities nationwide, and working with partners outside of the National Park Service to develop, better coordinate, and extend the reach of education, training, and public awareness activities relating to these cultural resources; and

Whereas, The National Park Service, through its Heritage Education Services Program, has created several informational and marketing tools, such as the "Teaching with Historic Places" lesson plan, and the "Discover Our Shared Heritage" travel itinerary series, which serve to highlight local history and promote historic and cultural sites in local communities throughout the nation; and

Whereas, Although the State of New Jersey currently promotes the public use of its parks and cultural and historic sites, and encourages public participation in the State's cultural, historic, and recreational events, the State could benefit greatly from National Park Service assistance in this regard; and

Whereas, The receipt of National Park Service assistance, and the increased coordination of federal and State marketing endeavors, in relation to the marketing and promotion of New Jersey's historic, cultural, and natural heritage sites and activities, would facilitate greater public use and stewardship of the State's natural, cultural, and historic resources, and increased public engagement in the State's cultural, historic, and recreational activities and events; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.    In recognition of the increased public awareness and engagement that is engendered by coordinated federal and state marketing efforts, this House calls upon the National Park Service to assist the State of New Jersey in marketing and otherwise promoting the State's parks, and State events and sites of historic, cultural, and natural significance, in order to facilitate greater public engagement in New Jersey's historic, cultural, and natural heritage.

 

     2.    Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and attested to by the Clerk thereof, shall be transmitted to the Director of the National Park Service and the Secretary of the United States Department of the Interior, the Secretary of the New Jersey Department of State, the Commissioner of Environmental Protection, the Director of the Division of Travel and Tourism in the Department of State, the Chairman of the New Jersey Historical Commission, and the Executive Director of the New Jersey Historic Trust.

 

 

STATEMENT

 

     This resolution would call upon the National Park Service (NPS), in the United States Department of the Interior, to assist the State in marketing and otherwise promoting the State's parks, and events and sites of historic, cultural, and natural significance, in order to facilitate greater public engagement in the State's historic, cultural, and natural heritage. 

     The NPS has indicated that it is proud to join forces with state governments to help revitalize communities, recognize, promote, and preserve local history, and introduce the next generation to environmental stewardship opportunities and responsibilities.  The NPS currently offers advice and technical assistance, and provides grant moneys, to both state and local governments, in order to aid these governments in the protection of significant historic and cultural sites, the preservation of the nation's diverse cultural heritage, and the creation of close-to-home recreational opportunities.  Furthermore, the NPS, through its Heritage Education Services Program, is responsible for educating people of all ages, promoting public knowledge of, and support for, cultural resources in parks and communities nationwide, and working with partners outside of the NPS to develop, better coordinate, and extend the reach of education, training, and public awareness activities relating to these cultural resources.  The Heritage Education Services Program, in particular, utilizes several informational and marketing tools that are designed to highlight local history and promote historic and cultural sites in local communities throughout the nation. 

     Although the State currently promotes the public use of its parks and cultural and historic sites, and encourages public participation in the State's cultural, historic, and recreational events, the assistance of the NPS and the coordination of federal and State marketing efforts in this regard would facilitate greater public use and stewardship of the State's parks and its historic and cultural sites, as well as increased public engagement in events of historic, cultural, and natural significance.
