     Memorializes US Postal Service to issue commemorative stamp honoring Rosa Parks.

A Joint Resolution memorializing the United States Postal Service to issue a commemorative stamp honoring Rosa Parks.

 

Whereas, Rosa Parks was born in Tuskeegee, Alabama on February 4, 1913, was raised in Alabama and attended high school at Alabama State Teachers College; and

Whereas, With her husband Raymond, Mrs. Parks was active in the Montgomery chapter of the National Association for the Advancement of Colored People; and

Whereas, On December 1, 1955, Rosa Parks  refused to give up her seat on a city bus to a white passenger, a courageous act of civil disobedience which became a historic turning point in the struggle for civil rights in America; and

Whereas, Mrs. Parks' arrest for refusing to vacate her seat sparked the 381-day Montgomery bus boycott and a court challenge of the segregationist law; and

Whereas, On November 13, 1956, the United States Supreme Court declared that Alabama's state and local laws requiring segregation on buses were illegal; and

Whereas, Rosa Parks went on to serve a distinguished 20-year career as a staff member to Congressman John Conyers of Michigan; and

Whereas, Upon her retirement from the office of Congressman Conyers, she devoted her time and efforts to the Rosa and Raymond Parks Institute for Self Development, which she founded to develop leadership among Detroit's young people and initiate them into the struggle for civil rights; and

Whereas, In 1996, Rosa Parks was awarded the Presidential Medal of Freedom, awarded to civilians that have made outstanding contributions to American life, and in 1999, she was awarded the Congressional Gold Medal, the nation's highest civilian honor; and

Whereas, Given the significance of Rosa Parks' life, it is appropriate for the United States Postal Service to issue a commemorative stamp honoring her and, in order to do so, the Postal Service must waive its rule that no such stamp can be issued until 10 years after a person's death; now, therefore,

 

     Be It Resolved by the Senate and General Assembly of the State of New Jersey:

 

     1.    The United States Postal Service is  respectfully memorialized to issue a commemorative stamp honoring Rosa Parks, and to waive the 10-year rule to provide for this issuance.

 

     2.    Duly authenticated copies of this joint resolution shall be transmitted to the Citizens' Stamp Advisory Committee of the United States Postal Service, the Board of Governors of the United States Postal Service, the Postmaster General of the United States, to each member of Congress elected from this State, and to the family of Rosa Parks.

 

     3.    This joint resolution shall take effect immediately.

 

 

STATEMENT

 

     This resolution memorializes the United States Postal Service to issue a commemorative stamp honoring Rosa Parks and to waive the rule requiring the passage of 10 years after an honoree's death before issuance of a stamp.
