     Awards school security project grants under "Securing Our Children's Future Fund" for certain school districts; appropriates $5,150,531.

An Act concerning project grants under the "Securing Our Children's Future Fund" for school security projects in certain school districts and making an appropriation.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  There is appropriated from the "Securing Our Children's Future Fund," established pursuant to section 13 of P.L.2018, c.119, to the Department of Education the sum of $5,150,531 to provide grants for school security projects in New Jersey's school districts. Project grants shall be approved in the amounts set forth in subsection b. of this section.

     b.    Project grants shall be awarded in the amounts as follows:

     (1)   $33,785 to the Bergen County Special Services School District in Bergen County;

     (2)   $31,890 to the Carlstadt-East Rutherford Regional High School District in Bergen County;

     (3)   $144,169 to the Elmwood Park School District in Bergen County;

     (4)   $66,603 to the Park Ridge School District in Bergen County;

     (5)   $195,484 to the Teaneck School District in Bergen County;

     (6)   $20,000 to the Beverly City School District in Burlington County;

     (7)   $27,580 to the Mansfield Township School District in Burlington County;

     (8)   $120,524 to the Maple Shade School District in Burlington County;

     (9)   $20,000 to the New Hanover Township School District in Burlington County;

     (10)    $16,653 to Berlin Township School District in Camden County;

     (11)    $25,035 to Clementon Elementary School District in Camden County;

     (12)    $119,721 to Collingswood Public School District in Camden County;

     (13)    $20,000 to Laurel Springs School District in Camden County;

     2.    The expenditure of sums appropriated by this act shall be subject to the provisions and conditions of the "Securing Our Children's Future Bond Act," P.L.2018, 119.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill appropriates a total of $5,150,531 from the "Securing Our Children's Future Fund" to the Department of Education (DOE) to provide grants for school security projects in New Jersey school districts.

     Under the "Securing Our Children's Future Bond Act," P.L.2018, c.119, a total of $500 million in general obligation bonds was authorized to be allocated as grants for the costs of career and technical education expansion grants, school security projects, and school district water infrastructure improvement grants.  These bond funds were approved by New Jersey voters on November 6, 2018. 

     Of the total $500 million amount, $75 million was dedicated for grants to school districts to support the costs of complying with P.L.2019, c.33, commonly referred to as "Alyssa's Law," and for select other infrastructure improvements prescribed in current State law after certification of compliance with Alyssa's Law.  Under Alyssa's Law, each public elementary and secondary school building is required to be equipped with at least one panic alarm or approved alternative emergency mechanism for use in a school security emergency.  The law provides that a portion of the proceeds of the bonds authorized to be issued to fund school security under the "Securing Our Children's Future Bond Act" will fund the full cost of the panic alarms or the alternative emergency mechanisms.
