SYNOPSIS

     Requires Attorney General to conduct study on motor vehicle theft.

An Act concerning motor vehicle theft.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

      1.   a. The Attorney General, in consultation with the Administrative Director of the Administrative Office of the Courts, shall conduct a study on motor vehicle theft in the State and shall prepare and submit a written report, within nine months of the effective date of this act, to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1) the Legislature.

      b.   The report shall include, but not be limited to, the following:

      (1)  State motor vehicle theft statistics beginning with calendar year 2018 through the most recently available data, including, but not limited to: the number of motor vehicle thefts reported annually; the number of people charged with and convicted of theft or unlawful taking of a motor vehicle or carjacking; and the number of juveniles charged with and adjudicated delinquent of an act, which if committed by an adult, would constitute theft or unlawful taking of a motor vehicle or carjacking;

      (2) a summary of law enforcement initiatives and activities implemented during that time period to address the rise in motor vehicle thefts Statewide and the effects of those initiatives and activities; and

      (3) recommendations to decrease the number of motor vehicle thefts committed in the State, including any recommendations for legislative or regulatory action that may be necessary to effectuate this purpose.

 

     2.    This act shall take effect immediately and shall expire upon submission of the written report by the Attorney General to the Governor and the Legislature, as provided in section 1 of this act.

 

 

STATEMENT

 

      This bill requires the Attorney General, in consultation with the Administrative Director of the Administrative Office of the Courts, to conduct a study and prepare a written report concerning motor vehicle theft in the State.

      The bill requires the report to include, but not be limited to:

·         State motor vehicle theft statistics beginning with calendar year 2018 through the most recently available data, including, but not limited to: the number of motor vehicle thefts reported annually; the number of people charged with and convicted of theft or unlawful taking of a motor vehicle or carjacking; and the number of juveniles charged with and adjudicated delinquent of an act, which if committed by an adult, would constitute theft or unlawful taking of a motor vehicle or carjacking;

·         a summary of law enforcement initiatives and activities implemented during that time period to address the rise in motor vehicle thefts Statewide and the effects of those initiatives and activities; and

·         recommendations to decrease the number of motor vehicle thefts committed in the State, including any recommendations for legislative or regulatory action that may be necessary to effectuate this purpose.

      Under the bill, the Attorney General is required to submit the report to the Governor and the Legislature within nine months of the bill's enactment.
