SYNOPSIS

     Codifies establishment of Office of Diversity and Inclusion in Department of the Treasury.

An Act establishing the Office of Diversity and Inclusion in the Department of the Treasury and amending P.L.2017, c.95.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Section 1 of P.L.2017, c.95 (C.52:32-18.1) is amended to read as follows:

     1.    a.   The Office of Diversity and Inclusion is established in the Division of Purchase and Property in the Department of the Treasury.  The purpose of the office shall be to lead New Jersey's efforts to promote diverse leadership in government that is reflective of the State's population, and to increase the utilization of minority and women-owned businesses in the State contracting process. 

     The director of this office shall be known as the Chief Diversity Officer, pursuant to subsection b. of this section, who shall be appointed by the Governor of this State.

     b.    There is established in the Division of Purchase and Property in the State Department of the Treasury a Chief Diversity Officer.  It shall be the duty of the  Chief  Diversity Officer to monitor the State's public contracting process for the purpose of compiling information on the awarding of contracts to minority-owned and women-owned business enterprises, the total value of all contracts and the percentage of the value of those contracts awarded to minority-owned and women-owned business enterprises. 

     c.     The office shall have the following duties and responsibilities:

     (1)   Develop, administer, implement, and maintain a training curriculum that provides for core competencies in diversity, equity, and inclusion.

     (2)   Establish collaboration with Cabinet members in appointing a diversity officer in each State department office, and division of this State in charge of identifying diverse workforce talent.

     (3)   Develop, administer, and implement a State-wide strategic diversity and inclusion plan designed to provide for accountability, measure performance, and centralize processes and procedures across the State departments, agencies, authorities, and colleges and universities.

     d.    Each department, office, and division of this State shall, with the consultation of the Chief Diversity Officer established pursuant to subsection b. of this section, appoint a diversity officer. 

     e.     The Director of the Division of Purchase and Property may promulgate rules and regulations recommended by the Chief

Diversity Officer in order to effectuate the purposes and requirements of this section.

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill codifies the establishment of the Office of Diversity and Inclusion within the Department of the Treasury.  The purpose of the office is to lead New Jersey's efforts to promote diverse leadership in government that is reflective of the State's population, and to increase the utilization of minority and women-owned businesses in the State contracting process.
