SYNOPSIS
Requires members of State Police to undergo annual performance evaluations.

An Act concerning the State Police and supplementing chapter 1 of Title 53 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding any other provision of law, every member of the State Police, regardless of rank and grade, shall, on an annual basis, be evaluated on his performance as a member of the State Police by the superintendent or his appointed designee.
Any deficiencies of the member noted during the annual performance evaluation shall be recorded in writing and be accompanied by a corrective plan, including a specified probationary period during which the member shall make significant progress toward correcting any delineated deficiencies.
No member shall be terminated until the specified probationary period has been completed and the superintendent has concluded that the corrective plan has not been satisfied.
No member who has been employed for four or more years shall be terminated until the specified probationary period has been completed and a hearing has been conducted to evaluate his performance and to determine that the corrective plan has not been satisfied.
2. The superintendent shall issue regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) to establish rules providing for the annual performance evaluation, the probationary period for each rank and grade and a fair and equitable hearing process for members who have been employed for four or more years.
3. This act shall take effect immediately.
STATEMENT
This bill would require that each member of the State Police be evaluated annually on his performance by the Superintendent of the State Police or his designee.
The bill also provides that any deficiencies of the member noted during the annual performance evaluation be recorded in writing with a corrective plan delineated. The member of the State Police must be given a probationary period to satisfy the corrective plan before he can be terminated. Only after this probationary period has been exhausted and the superintendent has determined that the member did not satisfy the plan may the member be terminated.
In addition, the bill provides that no member who has been employed for four or more years, be terminated until the specified probationary period has been completed and a hearing has been conducted to evaluate his performance and to determine that the corrective plan has not been satisfied.
This bill strives to provide consistent, fair treatment to all members of the State Police during annual performance evaluations.
