     Provides supplemental appropriation from Property Tax Relief Fund to Department of Education to provide additional State aid to certain school districts.

An Act concerning State school aid to certain school districts.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  There are appropriated from the Property Tax Relief Fund to the Department of Education such amounts as necessary to ensure that total State aid to a school district in the 2021-2022 school year is no less than the amount of total State aid received in the 2017-2018 school year in the following school districts:

     a.  Allenhurst School District;

     b.  Belmar Borough School District;

     c.  Bradley Beach Borough School District;

     d.  Eatontown Borough School District;

     e.  Freehold Regional School District;

     f.  Henry Hudson Regional School District;

     g.  Highlands Borough School District;

     h.  Lake Como School District;

     i.  Manalapan-Englishtown Regional School District;

     j.  Marlboro Township School District;

     k.  Middletown Township School District;

     l.  Millstone Township School District;

     m.  Monmouth Regional School District;

     n.  Neptune City School District;

     o.  Ocean Township School District;

     p.  Oceanport Borough School District;

     q.  Tinton Falls School District; and

     r.  any school district in which the school district's equalized property valuation per pupil is less than the State average equalized property valuation per pupil or the school district's income per pupil is less than the State average income per pupil.

 

     2. This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides a supplemental appropriation from the Property Tax Relief Fund to the Department of Education to provide additional State school aid to Allenhurst School District, Belmar Borough School District, Bradley Beach Borough School District, Eatontown Borough School District, Freehold Regional School District, Henry Hudson Regional School District, Highlands Borough School District, Lake Como School District, Manalapan-Englishtown Regional School District, Marlboro Township School District, Middletown Township School District, Millstone Township School District, Monmouth Regional School District, Neptune City School District, Ocean Township School District, Oceanport Borough School District, Tinton Falls School District, and any other school district in which the school district's equalized property valuation per pupil is less than the State average equalized property valuation per pupil or the school district's income per pupil is less than the State average income per pupil.

     There are over 100 school districts that are estimated to qualify for additional aid under subsection r. of the bill, including: the Asbury Park School District, the Farmingdale Borough School District, the Hazlet Township School District, the Howell Township School District, the Keansburg Borough School District, the Keyport Borough School District, the Neptune Township School District, the Roosevelt Borough School District, the Union Beach School District, and the Upper Freehold Regional School District.  This bill would ensure that the eligible school districts receive the same amount of total State aid in the 2021-2022 school year as they received in the 2017-2018 school year.
