SYNOPSIS

     Requires the State and local contracting units to purchase biodiesel or biodiesel blended fuel manufactured in NJ.

An Act concerning the purchase of biodiesel fuels and supplementing Title 40A of the New Jersey Statutes and Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a. Notwithstanding any law, rule, or regulation to the contrary, any contract for the purchase of biodiesel or biodiesel blended fuel that a local contracting unit, subject to the provisions of the "Local Public Contracts Law," P.L.1971, c.198 (C.40A:11-1 et seq.), shall enter into or renew after the effective date of this act, shall require that such biodiesel or biodiesel blended fuel be manufactured in this State. 

     b.    As used in this section: 

     "Biodiesel fuel" means a mono-alkyl ester based oxygenated fuel containing no petroleum that may be used alone, or in a blend with petroleum diesel, in a compression-ignition diesel engine.

     "Biodiesel blended fuel" means a fuel comprised of a blend of biodiesel fuel and petroleum diesel.

 

     2.    a. Notwithstanding any law, rule, or regulation to the contrary, any contract for the purchase of biodiesel or biodiesel blended fuel that the State shall enter into or renew after the effective date of this act, shall require that such biodiesel or biodiesel blended fuel be manufactured in this State. 

     b.    As used in this section: 

     "Biodiesel fuel" means a mono-alkyl ester based oxygenated fuel containing no petroleum that may be used alone, or in a blend with petroleum diesel, in a compression-ignition diesel engine.

     "Biodiesel blended fuel" means a fuel comprised of a blend of biodiesel fuel and petroleum diesel.

 

     3.    This act shall take effect on July 1, 2009.

 

 

STATEMENT

 

     This bill would require that any contract for the purchase of biodiesel or biodiesel blended fuel that the State or a local contract unit, subject to the provisions of the "Local Public Contracts Law," P.L.1971, c.198 (C.40A:11-1 et seq.), shall enter into or renew after the effective date of this bill, shall require that such biodiesel or biodiesel blended fuel be manufactured in this State
