AN ACT authorizing the department of health and human services to hire certain personnel and making an appropriation therefor.

This bill authorizes the commissioner of the department of health and human services to hire certain personnel.

 

This bill is a result of the commission on the seacoast cancer cluster investigation, established in RSA 126-A:74.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT authorizing the department of health and human services to hire certain personnel and making an appropriation therefor.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Positions; Department of Health and Human Services.

I.  The commissioner of the department of health and human services is authorized to hire persons for the following positions:

(a)  A state public health toxicologist.

(b)  An environmental health coordinator.

(c)  An environmental health promotion advisor.

(d)  Five persons to staff a surveillance, investigation, and response unit.

(e)  A water quality analyst and a clinical analyst.

(f)  A state public health veterinarian.

(g)  An environmental health liason.

II.  The governor is authorized to draw a warrant for the amount necessary to pay for the positions authorized in paragraph I out of any money in the treasury not otherwise appropriated.

2  Effective Date.  This act shall take effect upon its passage.

METHODOLOGY:

This bill authorizes the Commissioner of the Department of Health and Human Services to hire 12 new positions including five persons to staff a surveillance, investigation, and response unit.  It also authorizes a general fund appropriation for the amount needed to fund the positions specified within the bill.

 

The bill does not establish salaries for the positions authorized, but the Department provided cost estimates based on hiring at labor grades noted next to each position title in the following table.  The Department states it would need to hire all individuals beginning at step 5.  Each position has cost estimates for 1 full-time equivalent (FTE) with the exception of the Program Planner III, which has cost estimates for 3 FTE of the same title and labor grade.  FY 2020 includes a one-time cost for equipment within each position in addition to other expenses.

The Department states it is currently in the process of hiring a toxicologist which is funded with 100 percent federal funds, but it is unknown as to whether federal funds will be available in the future.
