METHODOLOGY:

This bill requires the Commissioner of the Department of Health and Human Services to submit a plan for implementation of the 10-year Mental Health Plan within six months of its finalization and to submit annual reports on the status of implementation thereafter.  The Department assumes additional staffing resources will be required to oversee implementation and comply with the reporting requirements of the bill; however, it states it is unable to estimate the fiscal impact as the Department has not yet begun to implement the 10-year Mental Health Plan.
