METHODOLOGY:

This bill defines 3-D tomosynthesis mammography as low-dose for purposes of stipulating required low-dose mammography coverage in health insurance policies.  To the extent issuers are now covering other types of low-dose mammography, and not covering 3-D, and assuming that these other types of procedures are lower in cost, then the passage of this bill may result in increased claim costs.  This in turn may result in increased premiums, or benefit buy-downs.  Premium rates may be impacted, which would affect county and local expenditures.  The State is self-insured and should not be impacted.  The Insurance Department states if premiums are impacted by this bill, then there may be an indeterminable impact on insurance premium tax revenue.
