STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT establishing a committee to study supervised visitation centers.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Committee Established. There is established a committee to study supervised visitation centers.
2 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Four members of the house of representatives, appointed by the speaker of the house of representatives.
(b) One members of the senate, appointed by the president of the senate.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
3 Duties. The committee shall study the establishment of additional supervised visitation centers in the state. The study shall include consideration of the need for supervised visitation centers in different geographic areas of the state, the structure and operational costs of such centers, and available funding sources. The committee may solicit information and testimony from any individual or entity the committee deems relevant to its study.
4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Three members of the committee shall constitute a quorum.
5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2020.
6 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill amends RSA 170-G by adding a new section to establish supervised visitation centers in each county. The bill requires the Department of Health and Human Services to issue a request for proposals (RFP) and contract with one or more entities to provide the service. The Department assumes the proposed visitation centers will serve all families in need of supervised visitation, and that services will not be limited to child protection cases pursuant to RSA 169-C. In addition, the Department assumes that in order for the proposed centers to properly and safely function, they will each need trained staff, including a director-level position and/or a case manager and visitation supervisors. Other costs will include benefits, physical security features, and on-site security personnel. The Department states the operating expenses for each of the current centers range between $166,000 to $220,000 annually. The Department anticipates hiring one full-time Administrator I (labor grade 27) to oversee the centers beginning October 1, 2019, at the following annual cost:
