This bill permits gifts, grants, donations, and development fees to be credited to the harbor dredging and pier maintenance fund.  The bill also makes appropriations for the dredging of the Rye harbor and the Seabrook/Hampton harbor.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT relative to funds credited to the harbor dredging and pier maintenance fund and making appropriations for the dredging of Rye harbor and Seabrook/Hampton harbor.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Paragraph; Division of Ports and Harbors; Harbor Dredging and Pier Maintenance Fund.  Amend RSA 12-G:46 by inserting after paragraph III the following new paragraph:

IV.  Gifts, grants, development fees, and donations from federal, private, and other sources may be credited to the fund.

2  Appropriations; Dredging of Rye Harbor and Seabrook/Hampton Harbor.  

I.  The sum of $243,750 for the fiscal year ending June 30, 2020 is hereby appropriated to the harbor dredging and pier maintenance fund established in RSA 12-G:46 for the dredging of the Seabrook/Hampton harbor.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

II.  The sum of $637,500 for the fiscal year ending June 30, 2021 is hereby appropriated to the harbor dredging and pier maintenance fund established in RSA 12-G:46 for the dredging of the Rye harbor.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3  Effective Date.

I.  Section 2 of this act shall take effect July 1, 2019.

II.  The remainder of this act shall take effect upon its passage.

METHODOLOGY:

This bill establishes a fund for dredging the seacoast and makes a general fund appropriation of $1,000 to the Department of Environmental Services for deposit in the fund.

 

The Department of Environmental Services indicates this bill would increase state revenue and expenditures by an indeterminable amount.  The Department is not able to determine the mount of revenue that may be deposited in the fund from grants or donations from federal and/or private sources.  The Department assumes there would be no county or local impact as the counties and municipals typically do not pay for dredging projects.
