STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Seventeen

 

AN ACT making an appropriation to the department of health and human services for the developmental services system.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Statement of Intent.  The general court hereby finds that to continuously attract qualified and committed providers for persons with developmental and acquired disabilities, an adequate compensation shall be paid to such providers.  Therefore, the general court hereby establishes an appropriation to increase the rate of such providers by 2 percent in fiscal year 2018 and 2 percent in fiscal year 2019.

2  Appropriation.  The sum of $5,870,598.16 for the fiscal year ending June 30, 2018, and the sum of $6,101,839.82 for the fiscal year ending June 30, 2019, are hereby appropriated to the department of health and human services for the purpose of providing a 2 percent rate increase in fiscal year 2018 and a 2 percent rate increase in fiscal year 2019 to providers in the developmental services system.  This appropriation is in addition to any other funds appropriated to the department of health and human services.  The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3  Effective Date.  This act shall take effect July 1, 2017.

METHODOLOGY:

This bill appropriates $5,870,598.16 in FY 2018 and $6,101,839.82 in FY 2019 from the state general fund to the Department of Health and Human Services for the purpose of establishing adequate provider compensation by increasing rates by two percent each fiscal year for persons with developmental disabilities and acquired brain disorders.  The appropriation amounts are based on two percent of the efficiency budget request for the Bureau of Developmental Services in FY 2018 ($293,529,908) and FY 2019 ($305,091,991).  The Department does not yet know how much of the appropriation will be necessary to meet the two percent increase.
