METHODOLOGY:

This bill directs the Department of Agriculture, Markets, and Food to employ an electronic data processing system for all registrations under its purview and makes an appropriation therefore.

The Department of Agriculture, Markets and Food provided the following information and assumptions concerning the fiscal impact of this bill:

  • The new system would be web-based, hosted by a vendor and no state hardware or software would be required to implement the system.  The system would meet the requirements of the Divisions of Pesticide Controls, Regulatory Services, Plant Industries and Weights & Measures. (It would not include the Animal Records Database system).
  • The estimate from one vendor, assumes one-time professional fees and commissioning fees to implement the new system ranging from $360,000 to $500,000.  Based on the estimate, annual maintenance and subscription costs for the new system would be approximately $196,000 in every year the software is utilized by the state.
  • A 5% - 7% increase per year for the software subscription should be anticipated in future years beyond the initial contract period.
  • No additional full-time state staff would be required.  The existing information technology lead for the Department would act as the State of New Hampshire Project Manager during the course of the project.  The Department would provide the necessary Subject Matter Expert (SME) resources during the project in order to successfully implement the system.
  • Assume a minimum of a 36-month implementation period once the bill is passed and signed into law.  The selected vendor would provide necessary training to assure the successful transfer of knowledge during the course of the project.

The Department does not anticipate any state revenue impact would be result from this bill.
