HB 200 FISCAL NOTE

AN ACT allowing homestead food operations exempt from licensure to sell homestead food products at retail food stores.

FISCAL IMPACT:

The Department of Health and Human Services states this bill, as amended by the House (Amendment #2015-0606h), may decrease state expenditures and revenue by $18,000 in FY 2016 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

The Department of Health and Human Services states this bill expands the exemptions of the homestead food license to those who are selling products to retail food stores. Current law exempts only homestead food operations that are selling from the home, own farm stand or at a farmers market provided they do not have gross sales in excess of $20,000 annually. The Department estimates this bill will result in 120 fewer entities paying the $150 annual license fee. The Department estimates a total reduction of $18,000 (120*$150=$18,000) in licensing fee revenue each year and anticipates that program expenses would be reduced by the same amount.
