STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
AN ACT relative to making incentive grants for school districts that improve in certain assessment scores.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Education Achievement Incentive Grants; Appropriation.
I. The sum of $1,000,000 is appropriated to the commissioner of the department of education for the purpose of rewarding school districts which demonstrate measurable improvement regarding designated standardized test scores. Notwithstanding RSA 9:13-e, IV, the appropriation shall be funded by the state treasurer transferring said sum from the revenue stabilization reserve account in RSA 9:13-e, II.
II. The commissioner of the department of education shall award amounts not to exceed $50,000 to school districts which document improvements to student performance on the statewide education improvement and assessment program under RSA 193-C:6. The department shall determine criteria to qualify for awards to take into account differences such as grade level, school size, and other applicable data.
III. The funds for incentive grants shall not lapse and shall remain under the administration of the department until such time as funds are awarded. If more than 20 districts qualify in the first year, then the awards will be prorated by dividing the fund total by the number of qualifying districts. After the initial year, awards of $50,000 shall be made to districts in the order that they document qualifying data, until such time as the fund is exhausted.
IV. The commissioner of the department of education shall communicate with school districts and shall adopt such administrative arrangements under RSA 541-A as necessary to implement this section.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill appropriates $1,000,000 to the Department of Education for the purpose of awarding funds to school districts that document improvements to student performance on the statewide education improvement and assessment program under RSA 193-C:6. This appropriation would be a charge against the revenue stabilization reserve account (the state’s “rainy day fund”, which as of June 30, 2021 has an audited balance of $257.8 million) and assumed to occur in FY 2023 (since the bill is effective 60 days after passage). Also, since there is no stated lapse date for this appropriation, it is assumed it will all be expended in FY 2023. The Department is unable to estimate staffing needs to administer these funds at this time and it assumed all $1,000,000 would be awarded to local school districts, as this bill provides no appropriation or authority for personnel costs. Therefore, this bill will increase state expenditures and local revenues by $1,000,000 in FY 2023, and any future expenditures for this program’s purpose would be subject to future appropriations.
