STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT establishing a kinship navigator program in the department of health and human services.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Services for Children, Youth and Families; Department of Health and Human Services; Kinship Navigator Program.  Amend RSA 170-G by inserting after section 4-f the following new section:  

170-G:4-g  Kinship Navigator Program.  The department shall establish a kinship navigator program to offer information, referral, and follow up services to grandparents and other relatives raising children to link them to available services and benefits.  The program also may be used to promote effective partnerships among public and private agencies to ensure that the needs of kinship caregiver families are met and to provide education and outreach to the community regarding kinship caregiver families.  Any program established by the department shall meet the federal criteria for kinship navigator programs in 42 U.S.C. section 627.  

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires the Department of Health and Human Services to establish a kinship navigator program to offer information, referral, and follow-up services to grandparents and other relatives raising children to link them to available services and benefits.  The Department states that as of December 2019, it has already entered into a contract for such a program, which is currently funded through a $215,000 federal grant.  The Department anticipates, but has not yet received, additional federal funds sufficient to fund the program through FY 2021.  Beginning in FY 2022, the Department expects state general funds will be needed to operate the program.
