This bill requires the department of education to reimburse each institution within the community college system of New Hampshire for the full cost of educational and personnel expenses associated with the provision of remedial level courses to graduates of New Hampshire high schools.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twelve
AN ACT requiring the department of education to reimburse the community colleges for the costs of providing remedial courses.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Community College System of New Hampshire; Reimbursement for Costs of Remediation. Amend RSA 188-F by inserting after section 16 the following new section:
188-F:16-a Reimbursement for Costs of Remediation. The department of education shall annually reimburse from existing appropriations each institution within the community college system of New Hampshire, on a per pupil basis, for the full cost of educational and personnel expenses associated with the provision of remedial level courses to graduates of New Hampshire high schools.
2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT requiring the department of education to reimburse the community colleges for the costs of providing remedial courses.
FISCAL IMPACT:
The Community College System of New Hampshire and the Department of Education state bill will increase state revenue and expenditures by $1,114,873 in FY 2013 and each year thereafter. There will be no fiscal impact on county or local revenue expenditures.
METHODOLOGY:
The Community College System of New Hampshire and the Department of Education state this bill requires the Department of Education to reimburse the System for the full cost of educational and personnel expenses associated with the provision of remedial level courses to graduates of New Hampshire high schools. Both entities assume remedial courses only consist of reading, writing, and math. The Department did not possess the information necessary to estimate the costs associated with the System’s remedial courses, so the System supplied the cost estimates. The System states it offers 400 remedial courses per year, 70% of which (280 classes) are taught by adjunct faculty and 30% (120 classes) are taught by full-time staff. The System states the associated costs are for the personnel involved only, and estimates the salary cost of each course is $2,500 and the benefits, as a percentage of salary, are 7.65% for adjunct faculty and 40% for full-time. The System also assumes 95% of the students are graduates of New Hampshire high schools. Based on these assumptions, the System estimates its revenue will increase by $1,114,873 (280 classes x $2,500 instructor salary x 1.0765 benefit rate x 95% NH graduates) + (120 classes x $2,500 instructor salary x 1.40 benefit rate x 95% NH graduates) in FY 2013 and each year thereafter.
