STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
AN ACT repealing certain aircraft registration fees.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Repeal. The following are repealed:
I. RSA 422:31, I-VI, relative to aircraft registration and service fees.
II. RSA 422:33, relative to registration transfer credits.
III. RSA 450:4, relative to lien for nonpayment of aircraft registration fees.
IV. RSA 454-C:1, I(c), relative to aircraft registration fee liens.
2 Effective Date. This act shall take effect July 1, 2017.

METHODOLOGY:
This bill repeals all aircraft registration fees collected by the Department of Transportation. Of the total fee revenue, 75% is credited to the general fund and the other 25% is credited to the state aeronautical fund under RSA 422:35. State aeronautical fund revenue is collected and distributed to local public-use airports, some of which are municipally owned, to be used for maintenance, operations, and capital improvements. While the Department is unable to provide estimates of potential future registrations, it has provided the following figures from FY 2016:
