STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twelve
AN ACT establishing a committee to study the promotion of lease of state-owned land for use for beginning farmers.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subdivision; Lease of State Land for Farming Study Committee. Amend RSA 425 by inserting after section 25 the following new subdivision:
Lease of State Land for Farming Study Committee
425:26 Lease of State Land for Farming Study Committee.
I. There is established a committee to study the promotion of lease of state-owned land for use for beginning farmers. The members of the committee shall be as follows:
(a) One member of the house of representatives who is a member of the environment and agriculture committee, appointed by the speaker of the house of representatives.
(b) One member of the senate who is a member of the energy and natural resources committee, appointed by the president of the senate.
(c) One member of the New Hampshire Farm Bureau Federation, appointed by the federation.
(d) One member of the New England Farmers Union, appointed by the New England Farmers Union.
(e) The commissioner of the department of agriculture, markets, and food.
II. Legislative members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
III. The committee shall study the promotion of lease of state-owned land for use for beginning farmers.
IV. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Three members of the committee shall constitute a quorum.
V. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2012.
2 Repeal. RSA 425:26, relative to the lease of state land for farming study committee, is repealed.
3 Effective Date.
I. Section 2 of this act shall take effect November 2, 2012.
II. The remainder of this act shall take effect upon its passage.
