STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT establishing a committee to study the impact of the housing crisis on people with disabilities.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Committee Established. There is established a committee to study the impact of the housing crisis on people with disabilities.
2 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Four members of the house of representatives, appointed by the speaker of the house of representatives.
(b) One member of the senate, appointed by the president of the senate.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
I. The committee shall consider the scope and severity of the housing problem for individuals with disabilities, the current availability of housing for people with disabilities, and potential remedies for increasing the supply of housing that is both affordable and suitable for people with disabilities.
II. The committee shall solicit information and testimony from state agencies, advocates, and members of the disability community in furtherance of its objectives. Such agencies and organizations shall include, but not be limited to, the following: the New Hampshire Council on Developmental Disabilities, ABLE NH, the Institute on Disability, the department of health and human services, division of long term support and services, Community Support Network Inc., Granite State Independent Living, Private Provider Network, New Hampshire housing finance authority, Southern New Hampshire Services, Manchester department of housing stability, Easterseals, Our Place, and Visions for Creative Housing Solutions.
III. The committee shall hold a minimum of 6 meetings in order to have adequate opportunity to solicit testimony, compile research and information regarding the scope and severity of the housing shortage, and develop potential legislative remedies.
4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Four members of the committee shall constitute a quorum.
5 Report. Notwithstanding RSA 14:49, on or before November 1, 2024, the committee shall submit an interim report of its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the house of representatives special committee on housing, the governor, the executive council, the department of health and human services oversight committee, New Hampshire housing finance authority, the United States Department of Housing and Urban Development, the Institute on Disability, and the state library. The committee shall submit a final report of its findings and any recommendations for proposed legislation on or before November 1, 2025.
6 Effective Date. This act shall take effect upon its passage.
