AN ACT relative to school building inventory reports.
This bill requires school districts to complete a school building inventory report and requires the department of education to compile a statewide school building inventory and database.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fourteen
AN ACT relative to school building inventory reports.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; School Building Aid; School Building Inventory. Amend RSA 198 by inserting after section 15-e the following new section:
198:15-ee School Building Inventory.
I. The commissioner of the department of education shall conduct a statewide school building inventory to gather basic data and information on the condition of school buildings and sites and the effect these conditions have on educational programs in public schools, including chartered public schools, regional vocational education centers, and career and technical education centers. The department may, as needed, employ the assistance of individuals with training and expertise in structural engineering, mechanical systems, and school program use requirements to complete the building inventory. The commissioner shall submit a report summarizing statewide school building inventory results to the speaker of the house of representatives, the president of the senate, the chairman of the house education committee, the chairman of the senate education committee, and the governor on or before September 1, 2015 and at least every 3 years thereafter.
II. The department shall establish and maintain a school building inventory database. The department shall identify data elements collected and maintained as part of the database including, but not limited to: condition of school grounds, physical structure and building systems, adequacy of building safety and security systems, adequacy of space in buildings and grounds, updated building floor and site plans, and building environment for programming and learning. The department shall submit a copy of the most recent school building floor and site plans and school building safety and security information to the department of safety.
III. The department shall update school building inventory information at least every 3 years. The school district shall submit the completed school building inventory to the department no later than July 1. Upon receiving school building inventory information from school districts and compiling the statewide school building inventory, the department may conduct onsite school visitations as needed to further document or verify data reported to the department.
IV. No school district which fails to submit a completed school building inventory as required under this section shall be eligible to apply for or receive a school building aid or alternative school building aid grant under this chapter.
2 Effective Date. This act shall take effect 60 days after its passage.
