A BILL TO BE ENTITLED

AN ACT authorizing the legislative research commission to study the consolidation of special districts.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  The Legislative Research Commission is authorized to:

(1)        Review the laws relating to the creation and operation of special districts;

(2)        Examine whether the consolidation of special districts would provide a more effective and efficient way to deliver related services at the local level; and

(3)        Recommend any statutory changes required to consolidate special districts effectively and efficiently.

SECTION 1.(b)  The Legislative Research Commission may make an interim report to the 2011 General Assembly, including any proposed legislation, when it reconvenes for the 2012 Regular Session and shall make its final report, including any legislative proposals, to the 2013 General Assembly.

SECTION 2.  The Legislative Services Officer shall allocate funds appropriated to the General Assembly for the expenditures of the Legislative Services Commission in conducting this study.

SECTION 3.  This act is effective when it becomes law.
