A BILL TO BE ENTITLED

AN ACT directing the legislative research commission to study the feasibility and effectiveness of relocating and transferring oversight of the ncworks career centers from the department of commerce to the community college system.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission (LRC) shall study the feasibility and effectiveness of (i) relocating this State's NCWorks Career Centers to community college campuses under the jurisdiction and control of the State Board of Community Colleges and (ii) transferring responsibility for overseeing the administration of the NCWorks Career Centers from the Department of Commerce to the State Board of Community Colleges. As part of its study, the LRC shall do at least all of the following:

(1)        Study whether the State Board of Community Colleges is better equipped than the Department of Commerce to oversee administration of the NCWorks Career Centers.

(2)        Conduct an analysis of the specific buildings or facilities that would be available for the relocation of the State's NCWorks Career Centers from the Department of Commerce to community college campuses under the jurisdiction and control of the State Board of Community Colleges.

(3)        Study whether existing federal laws, State laws, or memorandums of understanding would support the proposed relocation and transfer of the State's NCWorks Career Centers to the Community College System.

(4)        Any other matters the LRC deems relevant to complete its analysis.

SECTION 2.  The LRC shall report its findings, together with any proposed legislation, to the 2016 Regular Session of the 2015 General Assembly upon its convening.

SECTION 3.  This act is effective when it becomes law.
