A BILL TO BE ENTITLED

AN ACT directing the legislative research commission to study existing childhood immunization laws and reevaluate their effectiveness and necessity in promoting public health and safety.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission (LRC) shall study existing childhood immunization laws enacted under Part 2 of Article 6 of Chapter 130A of the General Statutes and reevaluate their effectiveness and necessity for promoting public health and safety. Specifically, the LRC shall (i) study current medical and scientific evidence on the immunizations required by Part 2 of Article 6 of Chapter 130A of the General Statutes, (ii) study certain health problems that occur after these required immunizations, including potential links to autism, and (iii) make the following recommendations:

(1)        Whether to add any immunizations to this State's current childhood immunization schedule.

(2)        Whether to eliminate any immunizations from this State's current childhood immunization schedule.

(3)        Whether to repeal or amend the current medical exemption set forth in G.S. 130A‑156, the current religious exemption set forth in G.S. 130A‑157, or both.

(4)        Whether to add any exemptions from the immunization requirements established under Part 2 of Article 6 of Chapter 130A of the General Statutes.

SECTION 2.  The LRC shall report its findings, together with recommended changes to Part 2 of Article 6 of Chapter 130A of the General Statutes, to the 2016 Regular Session of the 2015 General Assembly upon its convening.

SECTION 3.  This act is effective when it becomes law.
