A BILL TO BE ENTITLED

AN ACT to restore the teaching fellows program.

The General Assembly of North Carolina enacts:

 

restoration of the teaching fellows program

SECTION 1.(a)  Effective March 1, 2015, Part 2 of Article 24C of Chapter 115C of the General Statutes, G.S. 115C‑363.22 through G.S. 115C‑363.23A, is reenacted.

This section does not apply to scholarships awarded by the Teaching Fellows Commission on or before March 1, 2015.

SECTION 1.(b)  Scholarship loans shall be made pursuant to the Teaching Fellows Program, which is restored in subsection (a) of this section, beginning with the 2016‑2017 academic year.

SECTION 2.  Effective March 1, 2015, Section 1.38(a) of S.L. 2011‑266, as rewritten by Section 11.10(f) of S.L. 2014‑100, reads as rewritten:

"SECTION 1.38.(a)  Effective March 1, 2015, Part 2 of Article 24C of Chapter 115C of the General Statutes, G.S. 115C‑363.22 through G.S. 115C‑363.23A, is repealed.

This subsection applies only to scholarships awarded by the Teaching Fellows Commission on or before March 1, 2015."

SECTION 3.(a)  Effective July 1, 2015, Section 1.38(c) of S.L. 2011‑266 is repealed.

SECTION 3.(b)  The catch line of G.S. 116‑209.27 reads as rewritten:

"§ 116‑209.27.  Administration as of March 1, 2015, of outstanding scholarships previously awarded by Teaching Fellows Program."

 

appropriation of funds

SECTION 4.(a)  There is appropriated from the General Fund to the Department of Public Instruction the sum of four hundred thousand dollars ($400,000) for the 2015‑2016 fiscal year and the sum of seven hundred fifty thousand dollars ($750,000) for the 2016‑2017 fiscal year for the expenses of the Teaching Fellows Commission, including expenses related to recruitment and selection of Teaching Fellows.

SECTION 4.(b)  There is appropriated from the General Fund to the Department of Public Instruction the sum of three million two hundred fifty‑thousand dollars ($3,250,000) for the 2016‑2017 fiscal year to provide 500 Teaching Fellowships of six thousand five hundred dollars ($6,500) per recipient for the 2016‑2017 academic year.

 

EFFECTIVE date

SECTION 5.  Section 4 of this act becomes effective July 1, 2015. The remainder of this act is effective when it becomes law.
