A BILL TO BE ENTITLED

AN ACT to increase and establish recurring funding status for the human relations commission to enable the commission to adequately fulfilL its statutory duties and functions.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Department of Administration, Human Relations Commission, the sum of eight hundred fourteen thousand seven hundred eighty‑nine dollars ($814,789) in recurring funds for the 2016‑2017 fiscal year.

SECTION 2.  Of the funds appropriated to the Human Relations Commission in this act, the sum of two hundred sixty‑nine thousand three hundred eighty‑two dollars ($269,382) shall be used to fund the following new positions:

(1)        One administrative assistant (Administrative Assistant I).

(2)        Three human relations specialists (Human Relations Specialist I).

(3)        One intake specialist (Program Assistant V).

SECTION 3.  The Human Relations Commission shall use the funds appropriated in this act for activities directly related to its operations mandated by statute. The Human Relations Commission shall not increase its funding for advertising or training with State funds more than five percent (5%) above current levels of funding for those activities. The limitation on funding for advertising shall not include efforts to educate the public about their rights under the law and the resources available through the Human Relations Commission.

SECTION 4.  This act becomes effective July 1, 2016.
