Senate Resolution 86

A RESOLUTION EXTENDING THE COMMENDATION OF THE MISSISSIPPI SENATE TO SAM HUBBARD UPON THE OCCASION OF HIS RETIREMENT AS DEPUTY COMMISSIONER OF THE DEPARTMENT OF BANKING AND CONSUMER FINANCE AND RECOGNIZING HIS COMMITMENT TO EXCELLENCE.

     WHEREAS, we join the financial institution examiner profession in recognizing the dedication, expertise and commitment to excellence of Sam Hubbard; and

     WHEREAS, Sam Hubbard is the Deputy Commissioner and has worked for the Department of Banking and Consumer Finance (DBCF) for over 36 years.  He will retire on June 30, 2026, with over 36 years of outstanding state service at this agency; and

     WHEREAS, in January 1990, he began his career with the Department of Banking and Consumer Finance as an Examiner Trainee.  Over the next 25 years, Hubbard served in all levels of the Banking Division which included two stints as Chief Examiner; and

     WHEREAS, from 2015 to 2021, he was promoted to Director of the Banking Division and oversaw all Banking and Credit Union operations.  In this role he ensured the safety and soundness of Mississippi state-chartered financial institutions; and

     WHEREAS, in 2021, Hubbard was appointed as Deputy Commissioner, responsible for directing all activities of the DBCF.  These activities include maintaining communication with all regulated industries (banking, consumer, mortgage), ensuring the examination process is carried out in a timely manner, recommending legislative changes, helping to formulate policies, reviewing budgetary activity, maintaining a strong staff through hiring and promotions, and representing the DBCF at various meetings and conferences; and

     WHEREAS, Hubbard has received certifications from the Conference of State Bank Supervisors (CSBS) as a Certified Operations Examiner, Certified Credit Examiner, Certified Examiner in Charge, and Certified Examiner Manager.  Additionally, he has received a Certification of Supervisory Management from the State of Mississippi; and

     WHEREAS, Hubbard grew up in Jackson, Mississippi.  He attended Millsaps College and the University of Mississippi, where he graduated in 1989 with a degree in business.  He also holds a degree from the LSU Graduate School of Banking.  He resides in Madison; and

     WHEREAS, it is with great pride that we honor an incredible milestone achieved by a Mississippi state agency executive whose career has made a lasting impact on his profession and on the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby extend the commendation of the Mississippi Senate to Sam Hubbard upon the occasion of his retirement as Deputy Commissioner of the Department of Banking and Consumer Finance and recognize his commitment to excellence.

     BE IT FURTHER RESOLVED, That this resolution be presented to Deputy Commissioner Sam Hubbard, forwarded to the Governor and the Mississippi Department of Banking and Consumer Finance, and made available to the Capitol Press Corps.
