A RESOLUTION RECOGNIZING AND SUPPORTING DEFENSE MISSIONS AND INSTALLATIONS THROUGHOUT THE STATE FOR THEIR CONTRIBUTIONS TO NATIONAL SECURITY.

     WHEREAS, the State of Mississippi's military personnel, installations and infrastructure make significant contributions to the security of the United States and the State of Mississippi's economy; and

     WHEREAS, United States Department of Defense spending in Mississippi totaled $5.6 billion and accounted for 4.3 percent of the state's GDP in federal fiscal year 2021; and

     WHEREAS, United States Department of Defense missions are housed at installations across the state, which together account for 36,538 Active Duty, Civilian, Reserve or National Guard personnel; and

     WHEREAS, Keesler Air Force Base is home to the 2nd Air Force Command.  It is also home to the Electronics Center of Excellence for the U.S. Air Force, the 81st Training Wing and the 403rd Wing, better known as the Hurricane Hunters; and

     WHEREAS, NASA John C. Stennis Space Center tests the world's largest rocket engines and is home to the Naval Meteorology and Oceanography Command which produces forecast models from the seafloor to space.  Other resident Department of Defense agencies include domestic and international training schools; and

     WHEREAS, Columbus Air Force Base is home to the 14th Flying Training Wing, where one third of all Air Force undergraduate trainees earn their wings, with nearly 500 students enrolling each year; and

     WHEREAS, the Naval Construction Battalion Center Gulfport provides operational and administrative support to active and reserve battalions in support of missions worldwide; and

     WHEREAS, Naval Air Station Meridian is home to Training Air Wing One, where 50% of aviators on Navy Carriers get heir wings through advanced pilot training in operation combat aircraft; and

     WHEREAS, Key Field Air National Guard houses a fleet of KC-135R "Stratotanker" refueling jets that make up the 186th Air Refueling Wing, which provides support for worldwide missions; and

     WHEREAS, the Supervisor of Shipbuilding Gulf Coast provides professional oversight and management of shipbuilding to provide the United States Navy with vessels for naval dominance; and

     WHEREAS, the U.S. Army Engineer Research and Development Center in Vicksburg provides solutions to civil and military engineering, geospatial sciences, water resources and environmental sciences; and

     WHEREAS, Camp Shelby Joint Forces Training Center serves as a training site for all branches of service to accomplish individual and collective mission essential tasks that integrate across all domains; and

     WHEREAS, Camp McCain training exercises include tank maneuvers, artillery operations and general training for National Guard units; and

     WHEREAS, Allen C. Thompson Air National Guard Base is home to the 172nd Airlift Wing which operates the C-17 "Globemaster" and participates in all-volunteer mobilization and activation, flying missions around the world to support national objectives; and

     WHEREAS, the Gulfport Combat Readiness Training Center provides integrated, joint, year-round, realistic training for military organizations to enhance their capabilities and combat readiness; and

     WHEREAS, the State of Mississippi is home to other Active Duty, Civilian, Reserve and National Guard Forces that protect and secure the homeland; and

     WHEREAS, the United States Department of Defense continues to engage in efforts and initiatives that may make substantial changes to military installations that could affect infrastructure, personnel and funding for Active Duty, Civilian, Reserve and National Guard forces in the State of Mississippi; and

     WHEREAS, in 2022, the Governor of Mississippi established the Mississippi Defense Communities Development Council to advocate and advise on behalf of the state's military installations; and

     WHEREAS, the State of Mississippi has strategic assets for Department of Defense operations and Department of Defense manufacturing which contribute to the security and national defense of the United States of America:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby commend and support the men and women who serve on Department of Defense missions and at Department of Defense installations in the State of Mississippi.

     BE IT FURTHER RESOLVED, That we reinforce the State of Mississippi's commitment to Department of Defense missions and Department of Defense installations which are key to the national security of the United States.

     BE IT FURTHER RESOLVED, That we encourage continued cooperation and dialogue among the Mississippi Defense Communities Development Council and the Department of Defense communities to retain, expand and attract Department of Defense missions.

     BE IT FURTHER RESOLVED, That this resolution be transmitted to the Adjutant General of Mississippi, the Governor's Office of Military Affairs, and the Chairman of the Mississippi Defense Communities Council, and be made available to the members of the Capitol Press Corps.
