Senate Concurrent Resolution 686

A CONCURRENT RESOLUTION TO RECOGNIZE AND COMMEND TIPPAH COUNTY TAX COLLECTOR JOE LARRY SHACKELFORD FOR HIS DISTINGUISHED AND PROFESSIONAL PUBLIC SERVICE.

     WHEREAS, Tippah County Tax Collector Joe Larry Shackelford is completing 24 years of dedicated service to the citizens of his county and has announced his retirement.  Mr. Shackelford has been employed in the Tax Collector's office since November 17, 1987; and

     WHEREAS, Mr. Shackelford has dedicated himself to the citizens through long hard hours.  The Tax Collector's office is very close to the people, and needs a person knowledgeable with the laws of county government and taxation, and Joe has become an expert on the regulations of the State Tax Commission in order to serve his constituents.  He has been responsible for collecting $11 Million per year for 51 separate accounts for the county and the schools.  His office has made settlements to the State of Mississippi on sales and use tax, registration fees and car tags.  Eighty percent of the total county budget is collected through his office, and without the proper operation of the Tax Collector's office, all county offices would suffer; and

     WHEREAS, he is an active member of Mt. Moriah Baptist Church where he has taught Sunday School for over 32 years.  He is also an active member of the Gideons International, a 16-year Veteran of the Mississippi National Guard, and belongs to many civic organizations and clubs helping to promote the county.  He received a Bachelor of Science degree from Mississippi State University.  He is foremost and most importantly a Christian and strives to live his life to reflect that each day; and

     WHEREAS, Joe's wife of 41 years is Marie Hopper Shackelford, and they have two children and five grandchildren; and

     WHEREAS, he has set the highest standard in his many roles.  Mr. Shackelford considers character an important trait to hold county office, and it is with great pride that we salute this dedicated public servant:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize and commend Tippah County Tax Collector Joe Larry Shackelford for his distinguished and professional public service to the citizens of Tippah County and commend him on the occasion of his retirement after 24 years, extending best wishes to him and his family.

     BE IT FURTHER RESOLVED, That this resolution be presented to Mr. Shackelford and his family, forwarded to the Tippah County Board of Supervisors, and made available to the Capitol Press Corps.
