A CONCURRENT RESOLUTION RECOGNIZING THE EXEMPLARY PUBLIC SERVICE OF MISSISSIPPI BOARD OF BARBER EXAMINERS EXECUTIVE DIRECTOR SONDRA CLARK ON THE OCCASION OF HER RETIREMENT AFTER 31 YEARS IN MISSISSIPPI STATE SERVICE.

     WHEREAS, Sondra Clark has been a wonderful example for public servants and we join the Mississippi Board of Barber Examiners in commending her record of achievement and legacy of leadership and dedication to all in Mississippi; and

     WHEREAS, the State Board of Barber Examiners is responsible for enforcing the laws regulating the profession of barbering, administering examinations for the licensing of barbers and inspecting barber shops.  Through Sondra's expert leadership the State Board of Barber Examiners has addressed the following issues:

     ·  Expanded from 6 schools to 30 schools which includes 3 prison schools;

     ·  Instituted pictures on Barber and Instructor License;

     ·  People with a felony are able to enter barber schools and get their license;

     ·  Encouraged barbers to further their education, become platform artists and become productive citizens;

     ·  Implemented the state examination going to a national examination with a 97% passing rate and having licensed over 3,000 barbers during her years of service; and

     WHEREAS, Sondra has served on the National Association of Barber Boards of America (NABBA) as Vice President, has been active on many committees and has been honored by her peers to serve as President of NABBA in 2018; and

     WHEREAS, Sondra has been very active in the legislative process during the development of legislation regarding the regulation of the barbering profession.  She has judged and facilitated barber demonstration events at the state, national and international level; and

     WHEREAS, prior to her 18 years of service with the Barber Board, Sondra was a valued staff member of the State Tax Commission for 3 years and with the Department of Human Services for 10 years; and

     WHEREAS, it is with great pride that we pay tribute to the legacy of this most public-spirited citizen of the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize the exemplary public service of Mississippi Board of Barber Examiners Executive Director Sondra Clark on the occasion of her retirement after 31 years in Mississippi state service, and extend to Sondra and her family our best wishes for success on this auspicious occasion.

     BE IT FURTHER RESOLVED, That this resolution be presented to Sondra Clark and her family, forwarded to the State Board of Barber Examiners, and made available to the Capitol Press Corps.
