(COMMITTEE SUBSTITUTE)
A CONCURRENT RESOLUTION TO CREATE A STUDY COMMITTEE TO STUDY REVENUE AND EXPENDITURES NECESSARY TO DEVELOP AND MAINTAIN AN ADEQUATE HIGHWAY TRANSPORTATION SYSTEM IN MISSISSIPPI; AND FOR RELATED PURPOSES.
BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That:
SECTION 1. (1) There is created a study committee to study revenue and expenditures necessary to develop and maintain an adequate highway transportation system in Mississippi. The task force shall make a report of its findings to the Legislature during the 2014 Regular Legislative Session.
(2) The task force shall be composed of the following members:
(a) The Chairman of the Senate Highways and Transportation Committee;
(b) The Chairman of the House Transportation Committee;
(c) The Chairman of the Senate Finance Committee;
(d) The Chairman of the House Ways and Means Committee;
(e) The Chairman of the Senate County Affairs Committee;
(f) The Chairman of the House County Affairs Committee;
(g) The Chairman of the Senate Economic Development Committee;
(h) One (1) member of the Senate appointed by the Lieutenant Governor;
(i) One (1) member of the House of Representatives appointed by the Speaker;
(j) One (1) member designated by the Mississippi Economic Council;
(k) One (1) member designated by the Mississippi Manufacturers Association;
(l) One (1) member designated by the Mississippi Supervisors Association;
(m) One (1) member designated by the Mississippi Municipal Association;
(n) One (1) member designated by the Mississippi Department of Transportation;
(o) One (1) member designated by the Mississippi Development Authority;
(p) One (1) member designated by the Citizens for a Better Mississippi;
(q) One (1) member designated by the Board of Trustees of State Institutions of Higher Learning;
(r) One (1) member designated by the Mississippi State Department of Education;
(s) One (1) member designated by the Office of State Aid Road Construction;
(t) One (1) member designated by the Department of Environmental Quality;
(u) One (1) member designated by the Mississippi Farm Bureau Federation;
(v) One (1) member designated by the Mississippi Trucking Association; and
(w) One (1) member designated by the Mississippi Petroleum Marketers and Convenience Stores Association.
(3) Appointments shall be made within thirty (30) days after the effective date of this act, and, within fifteen (15) days thereafter on a day to be designated jointly by the Chair of the House Transportation Committee and the Chair of the Senate Highways and Transportation Committee, who shall serve as co-chairmen. All members shall be notified in writing of all meetings, such notices to be electronically transmitted or mailed at least seven (7) days before the date on which a meeting is to be held.
(4) The task force shall be assisted by administrative and legal staff members of the Legislature and any other staff assistance requested of the Mississippi Department of Transportation and the Mississippi Development Authority. To effectuate the purposes of this section, any department, division, board, bureau, commission or agency of the state or of any political subdivision thereof, at the request of the chairman of the task force, shall provide to the task force such facilities, assistance and data as will enable the task force properly to carry out its duties.
(5) Upon presentation of its report to the 2014 Regular Legislative Session, the committee shall be dissolved.
SECTION 2. This act shall take effect and be in force from and after its passage.
