A CONCURRENT RESOLUTION EXTENDING THE RECOGNITION OF THE MISSISSIPPI LEGISLATURE FOR 42 YEARS OF DEDICATED AND PROFESSIONAL EDUCATION SERVICE BY CLINTON PUBLIC SCHOOL DISTRICT SUPERINTENDENT DR. PHIL BURCHFIELD ON THE OCCASION OF HIS RETIREMENT.

     WHEREAS, after 42 years of outstanding service to public education, Clinton Public School District Superintendent Dr. Phil Burchfield has announced his retirement effective June 30, 2017; and

     WHEREAS, "My career has been both exciting and rewarding, allowing me the privilege and honor to serve in three

Mississippi school districts," he said.  "Without question, the most fulfilling are the 26 years spent serving the boys and girls of the Clinton Public School District as an Assistant Principal, Principal and Superintendent"; and

     WHEREAS, Dr. Burchfield received an Associate's Degree

in Biology from Holmes Community College and a Bachelor's Degree in Zoology from Mississippi State University.  He completed his Master's of Educational Leadership in 1982, his Specialist of

Educational Leadership in 1989 and his Doctorate of Educational Leadership in 1995, all from Mississippi State; and

     WHEREAS, he began his career in education in 1975, working as a Teacher at Ackerman High School.  He taught for 11 years before moving into Administration, serving as an Assistant Principal at Clinton High School from 1986-1994.  He was named Principal of Clinton High School in 1994, and held that position until 2003, when he moved to Starkville to serve as Superintendent of Schools; and

     WHEREAS, Dr. Burchfield returned to Clinton five years later, and in July 2008, he began serving as Clinton Public School District Superintendent.  Under his leadership:

     ·  Clinton Public School District has maintained a high academic standard and was the highest-achieving school district in Mississippi in 2014-2015.  Today, Clinton Public School District is one of only 14 school districts in Mississippi with an "A" rating;

     ·  Clinton Public School District passed a $23.5 Million bond issue in 2010 that allowed the construction of Northside and Eastside Elementary Schools (to replace two older school facilities).  Other significant facility upgrades include renovations at Sumner Hill Junior High, Lovett Elementary School and Clinton Junior High, turning the old Eastside school into the Clinton Public School District Central Office, and renovations to the baseball field and football field at Clinton Public School District;

     ·  Enrollment has grown annually, from about 4,600 students in 2009 to nearly 5,200 today.  That trend is expected to continue as Continental Tire brings new jobs and families to the Clinton area;

     ·  Clinton Public School District became a 1:1 District in 2013, with all teachers and students Grades K-12 being issued a new MAC device.  Today, Clinton Public School District remains a leader in instructional technology;

     ·  In 2013, Clinton Public School District hosted First Lady Michelle Obama and Celebrity Chef Rachel Ray to kick off Mrs. Obama's "Let's Move!" anniversary tour.  The district continues to receive national and international attention for their health and wellness initiatives as a school district; and

     WHEREAS, since its founding in 1970, Clinton Public School District has had only four superintendents:  Dr. Virgil Belue, Dr. Randy McCoy, Dr. Tommie Henderson, and Dr. Burchfield; and it is with great pride that we pay tribute to this legacy of leadership and dedication to the public school students in Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby extend the recognition of the Mississippi Legislature for 42 years of dedicated and professional education service by Clinton Public School District Superintendent Dr. Phil Burchfield on the occasion of his retirement, and extend our greetings to Dr. Burchfield and his family on this auspicious occasion.

     BE IT FURTHER RESOLVED, That this resolution be presented to Dr. Burchfield and his family, forwarded to the Clinton Public School Board, and made available to the Capitol Press Corps.
