Senate Concurrent Resolution 543

A CONCURRENT RESOLUTION RECOGNIZING CIRCUIT CLERK LUCY CARPENTER FROM MARSHALL COUNTY AS THE LONGEST SERVING CLERK IN THE STATE OF MISSISSIPPI AND COMMENDING HER DEDICATED PUBLIC SERVICE.

     WHEREAS, Mrs. Lucy Carpenter was elected Circuit Clerk of Marshall County in 1975, took office in January 1976, and has served continuously since that time.  Mrs. Carpenter was the first woman to be elected to a public office in Marshall County; and

     WHEREAS, Mrs. Carpenter's dedicated and selfless public service and leadership to the citizens of Marshall County and the State of Mississippi is considerable.  Her record of service over and above the duties and responsibilities of the Office of Circuit Clerk includes the following:

       Served on the ICS Headstart Board of Directors since 1988;

       Served as Secretary, Treasurer, Vice President and two consecutive terms as President of the Mississippi Circuit Clerk's Association;

       One of four Circuit Clerks to serve on the Focus Committee to develop the Statewide Election Management System;

       In 1979, rented IBM computer equipment and recorded Marshall County Voter Registration on Computer, when the Board of Supervisor did not budget the money for equipment.  The project was so popular with constituents that the board agreed to pay the rental fees;

       Appointed by Governor William Winter to serve on the State Education Reform Committee.  The result of this committee's work was legislation that created major changes in the way public education was funded in the state;

       Selected by the Northeast Planning and Development District to go to India to help develop an electronic filing system for Circuit and Chancery Court;

       Represented the Circuit Clerk's Association on a statewide committee to advise the Supreme Court on Election Filing Systems for the Court;

       Delegate to the National Democratic Convention in New York, Chicago and San Francisco;

       Invited to the White House by President Jimmy Carter to a conference on Small Towns and Rural Communities;

       A member of the Community Relations Committee for the Marshall County Corrections Facility; and

     WHEREAS, Mrs. Carpenter is a member of the First Presbyterian Church of Holly Springs where she has served as Deacon, Elder and currently Trustee of the Endowment Fund.  She is the mother of three children, and is the oldest of six children; and

     WHEREAS, it is with great pride that we recognize the high esteem with which Mrs. Lucy Carpenter is held by her fellow circuit clerks, other public officials, her constituents in Marshall County and by the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize Circuit Clerk Lucy Carpenter from Marshall County as the longest serving clerk in the State of Mississippi and the first female elected official in Marshall County and on behalf of the citizens of the State of Mississippi commend her dedicated public service, extending best wishes to her and her family.

     BE IT FURTHER RESOLVED, That this resolution be presented to Lucy Carpenter and her family, forwarded to the Marshall County Board of Supervisors and made available to the Capitol Press Corps.
