A CONCURRENT RESOLUTION EXTENDING THE RECOGNITION OF THE MISSISSIPPI LEGISLATURE TO DR. DAVID MARION FOR HIS OUTSTANDING RECORD OF PROFESSIONAL COUNSELING SERVICE AND AS THE FIRST MISSISSIPPIAN ELECTED TO THE NATIONAL SEAT OF GRAND BASILEUS OF OMEGA PSI PHI FRATERNITY, INC., IN JULY 2018, AND TO MARION COUNSELING SERVICES AS A LEADING PRIVATELY OWNED MENTAL HEALTH COUNSELING PROVIDER IN THE STATE OF MISSISSIPPI.

     WHEREAS, we join the membership of Omega Psi Phi Fraternity, Inc., in honoring Dr. David Marion upon the occasion of his election as Grand Basileus of Omega Psi Phi Service Fraternity in July 2018 at the 81st Grand Conclave in New Orleans, the first Mississippian to be elected to a National Seat for the fraternity, which is a tribute to his record of professional and civic service; and

     WHEREAS, Dr. David Marion is owner of Marion Counseling Services, PLLC, a Mental Health Clinic that specializes in providing individual, group, marital or couple, and family counseling, psychological evaluations, psychiatric evaluations, and employee assistance programs to organizations throughout the State of Mississippi.  He has been in the counseling field since 1992 and in private practice since 1998.  He holds a Ph.D. in Counselor Education with a minor in Public Administration and Public Policy from Mississippi State University, a Master's Degree in Rehabilitation Counseling from Mississippi State University, and a Bachelor's Degree in Business Administration from Jackson State University; and

     WHEREAS, Dr. Marion is a Licensed Professional Counselor in the States of Alabama and Mississippi and a Licensed Marriage and Family Therapist in the State of Mississippi.  He is Nationally Certified in Counseling, and holds a Professional Membership in the American Counseling Association and serves on the Board of Directors for the Clarity Foundation, the Friendship Foundation, Inc., and Three Undergraduates, Inc.  Dr. Marion served as Sire Archon-Elect (Vice President) from 2013-2015 of Beta Gamma Boule of Sigma Pi Phi Fraternity, Inc., and Sire Archon (President) from 2015-2017; and

     WHEREAS, Brother Marion became a member of Omega Psi Phi Fraternity, Inc., in 1979 through the Eta Xi Chapter in Starkville, Mississippi.  He has held the following positions: Vice Basileus – Eta Xi Chapter, Basileus – Eta Xi Chapter, Regional Representative – North Region Mississippi, State Scholarship Chair, State Marshal, First Vice State Representative (Mississippi – three terms), State Representative (Mississippi – three terms), Seventh District Historian, Seventh District Rule, Recommendations and Bylaws Chairman, and First Vice Seventh District Representative (three terms).  As the 21st Seventh District Representative, Brother Marion successfully leveraged the tremendous platform of leading the largest district in Omega.  During his tenure as District Representative, chapters in the Seventh District donated more than One Million Dollars in scholarships to college-bound high school seniors and fed more than 1,600 families in Mississippi and Florida.  By utilizing the talents of the brotherhood, the Seventh District developed the first online district-wide meeting registration, dues payment, and membership selection process candidate fee submission portal in the Omega Psi Phi Fraternity, Inc.  Other accomplishments include increasing district scholarships for undergraduate brothers to $80,000.00; creating the first Healthy Ques newsletter focusing on health matters for African-American men and their families; and overseeing Seventh District membership with approximately 5,000 financial brothers in 147 chapters on the strength of reclamation efforts.  In July 2014, Dr. Marion was elected First Vice Grand Basileus of Omega Psi Phi during the Grand Conclave in Philadelphia.  In this role, he was responsible for the formation and operation of all committees of Omega and the planning and execution of all national meetings of the fraternity.  Aberdeen High School Alumni Dr. David Marion was among the Statewide Honorees of the 2015 Mississippi Trailblazer Awards Ceremony and Black Tie Gala at the BancorpSouth Conference Center in Tupelo.  Marion received the Leadership Award for the 13th annual event.  The Trailblazer Awards honor Mississippians for their distinguished contributions to racial and cultural diversity; and

     WHEREAS, Dr. Marion has been married to the lovely Dr. Joyce Cole-Marion, a Licensed Clinical Psychologist and Co-Owner of Marion Counseling Services, PLLC, for more than 18 years.  He has two children, Dr. Chelsea Marion, a Physician in Atlanta, and Chloe Marion, a ten-year-old boss of many; and

     WHEREAS, we pay tribute to this most public-spirited citizen of Mississippi and corporate citizen whose enormous civic energy is an example for all citizens:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby extend the recognition of the Mississippi Legislature to Dr. David Marion for his outstanding record of Professional Counseling Service as the first Mississippian elected to the National Seat of Grand Basileus of Omega Psi Phi Fraternity, Inc., in July 2018, and to Marion Counseling Services as a leading privately owned mental health counseling provider in the State of Mississippi.

     BE IT FURTHER RESOLVED, That this resolution be presented to Dr. David Marion, forwarded to the State Board of Mental Health, and made available to the Capitol Press Corps.
