AN ACT TO CREATE A STUDY COMMITTEE TO STUDY THE JACKSON METROPOLITAN AREA AIRPORT AUTHORITY; TO PROVIDE THAT THE STUDY COMMITTEE SHALL BE MADE UP OF SEVENTEEN MEMBERS; TO PROVIDE THE DUTIES OF THE STUDY COMMITTEE; TO PROVIDE THAT THE CHAIR OF THE STUDY COMMITTEE SHALL BE APPOINTED BY THE GOVERNOR; TO PROVIDE THAT THE STUDY COMMITTEE SHALL REPORT ITS FINDINGS TO THE LEGISLATURE NO LATER THAN DECEMBER 1, 2017; TO PROVIDE THAT THE STUDY COMMITTEE SHALL STAND REPEALED FROM AND AFTER JANUARY 1, 2018; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  There is hereby created a study committee to study the Jackson Metropolitan Area Airport Authority.  The seventeen-member study committee shall be composed of the following:

          (a)  Two (2) members to be appointed by the Governor of the State of Mississippi; 

          (b)  Two (2) members to be appointed by the Speaker of the House of Representatives of the State of Mississippi;

          (c)  Two (2) members to be appointed by the Lieutenant Governor;

          (d)  The Chairs of the House of Representatives and Senate Committees on Appropriations;

          (e)  The Vice Chairs of the House of Representatives and Senate Committees on Appropriations;

          (f)  The Chair of the Senate Finance Committee;

          (g)  The Vice Chair of the Senate Finance Committee;

          (h)  The Chair of the House of Representatives Revenue and Expenditure General Bills Committee;

          (i)  The Vice Chair of the House of Representatives Revenue and Expenditure General Bills Committee;

          (j)  Two (2) members to be appointed by the Mayor of the City of Jackson; and

          (k)  The Executive Director of the Jackson Municipal Airport Authority.  

     (2)  The study committee shall:

          (a)  Study the financial impact on the City of Jackson after the creation of the Jackson Metropolitan Area Airport Authority and the abolishment of the Jackson Municipal Airport Authority in Senate Bill No. 2162, 2016 Regular Session;

          (b)  Study the financial impact on the State of Mississippi after the creation of the Jackson Metropolitan Area Airport Authority and the abolishment of the Jackson Municipal Airport Authority in Senate Bill No. 2162, 2016 Regular Session;

          (c)  Study the financial status of the City of Jackson before the creation of the Jackson Metropolitan Area Airport Authority and the abolishment of the Jackson Municipal Airport Authority in Senate Bill No. 2162, 2016 Regular Session, and how that status has changed since the passage of that bill; and

          (d)  Study the financial status of the State of Mississippi before the creation of the Jackson Metropolitan Area Airport Authority and the abolishment of the Jackson Municipal Airport Authority in Senate Bill No. 2162, 2016 Regular Session, and how that status has changed since the passage of that bill.

     (3)  All appointments to the study committee shall be made within thirty (30) days after the effective date of this act.  The Governor shall appoint the chair of the study committee from among the membership and call the first meeting of the study committee.  A majority of the members of the study committee shall constitute a quorum for the transaction of business.

     (4)  Members of the study committee shall serve without compensation for their services, and the study committee shall perform its duties without legislative appropriation or the use of any state funds for that purpose; however, the study committee, by approval of a majority of the appointed members of the study committee, is authorized to accept funds that may be donated or provided in the form of financial grants from public or private sources.  Any department, division, board, bureau, commission or agency of the state, or of any political subdivision thereof, shall provide, at the request of the chair of the study committee, such facilities, assistance and data as will enable the study committee to carry out its duties.

     (5)  The study committee shall report its findings to the Legislature no later than December 1, 2017.

     (6)  The provisions of this section shall stand repealed from and after January 1, 2018.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
