MISSISSIPPI LEGISLATURE

Senate Bill 2205

AN ACT TO CREATE THE JOINT LEGISLATIVE AND PARAPROFESSIONAL MISSISSIPPI HEALTH CARE DISTRICTS TASK FORCE TO STUDY AND DEVELOP RECOMMENDATIONS RELATIVE TO THE NEED, PLANNING AND ESTABLISHMENT OF HEALTH CARE DISTRICTS INFRASTRUCTURE FOR THE DELIVERY AND COORDINATION OF MEDICAL SERVICES IN THE STATE OF MISSISSIPPI; TO PROVIDE FOR THE MEMBERSHIP OF THE TASK FORCE; TO SET FORTH THE DUTIES OF THE TASK FORCE; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  There is created the Joint Legislative and  Paraprofessional Mississippi Health Care Districts Task Force to study and develop recommendations relative to the planning and establishment of a multifacility Health Care District infrastructure for the delivery and coordination of medical services in the State of Mississippi to include, but not be limited to, the Jackson Metropolitan Area and make a report thereon to the Governor and the 2012 Regular Session of the Legislature.

     (2)  The Joint Legislative and Paraprofessional Mississippi Health Care Districts Task Force (task force) shall be composed of the following members:

          (a)  One (1) person appointed by the Governor who shall serve as Chairman of the task force;

          (b)  The Chairman of the Senate Public Health and Welfare Committee and the Chairman of the House Public Health and Human Services Committee;

          (c)  The Chairman of the Senate Appropriations Committee and the Chairman of the House Appropriations Committee;

          (d)  The Vice-Chancellor for Health Affairs of the Mississippi Medical Center, or his designee;

          (e)  The Commissioner of Higher Education;

          (f)  The Associate Vice-Chancellor for Research of the Mississippi Medical Center;

          (g)  The State Health Officer, or his designee;

          (h)  The Chairman of the State Board of Health;

          (i) The Mayors of the Cities of Jackson and Flowood, Mississippi;

          (j)  The President of the Greater Jackson Partnership;

          (k)  The Executive Director of the Mississippi Department of Finance and Administration;

          (l)  The Executive Director of the Mississippi Development Authority;

          (m)  Two (2) members appointed by the Mississippi Hospital Association;

          (n)  Two (2) members appointed by the Mississippi Medical Association;

          (o)  One (1) member appointed by the Mississippi Association of Medical Equipment Suppliers; and

          (p)  One (1) member appointed by the Mississippi Pharmacy Association.

     (3)  Appointments to the task force shall be made within thirty (30) days after the effective date of this act.  The task force shall hold its first meeting not later than March 15, 2012, with the date, time and location of the meeting to be designated by the Governor.

     (4)  The task force shall have the following duties and responsibilities:

          (a)  Collecting and analyzing data on the enhancement and efficiency of a collaborative Health Care system across the State of Mississippi to offer medical services to patients who must now be referred to medical care outside the State of Mississippi;

          (b)  Collecting and analyzing data on financial incentives and tax credits for the creation of the Mississippi Health Care Districts;

          (c)  Collecting and analyzing data on the opportunities for clinical research in the proposed Mississippi Medical Districts and the coordination of clinical research with physician referrals;

          (d)  Collecting and analyzing data on the opportunities to consolidate infrastructure cost with the establishment of Mississippi Health Care Districts;

          (e)  Collecting and analyzing data on the promotion of professional development training for Health Care professionals in Mississippi Health Care Districts; and

          (f)  Collecting and analyzing data on any other issue related to the establishment of the Mississippi Health Care Districts.

     (5)  Members of the task force shall serve without compensation for their services, but may be reimbursed for necessary expense in attending to the actual business of the task force from any available funds as authorized by law.  Legislative members shall be reimbursed from the contingent expense fund of their respective house.  The task force, by approval of its membership, may accept funds that may be donated or provided in the form of grants from public or private sources for the purpose of contracting with consultants and defraying the expense of operating the task force.

     (6)  Any department, agency or university of this state, at the request of the chairman of the task force, shall provide staff and other support necessary for the task force to perform its duties.

     (7)  The task force shall make a written report with any recommended legislation to the Governor and the Legislature by not later than July 1, 2012, at which time the task force shall be dissolved.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
