AN ACT TO PROHIBIT STATE AGENCIES FROM APPROVING A REQUEST FOR STATE-FUNDED OR STATE-SPONSORED TRAVEL TO ANY STATE, COUNTY OR MUNICIPALITY THAT HAS ENACTED A LAW, ORDINANCE OR REGULATION PROHIBITING EMPLOYEE TRAVEL TO THE STATE OF MISSISSIPPI; TO PROVIDE EXCEPTIONS THERETO; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  No state agency shall approve a request for state-funded or state-sponsored travel to any state, county or municipality that has enacted a law, ordinance or regulation prohibiting employee travel to the State of Mississippi.

     (2)  Subsection (1) of this section shall not apply to travel that is required for any of the following purposes:

          (a)  Litigation;

          (b)  To meet contractual obligations incurred before the effective date of this act;

          (c)  To comply with requests by the federal government to appear before committees;

          (d)  To participate in meetings or training required by a grant or required to maintain grant funding;

          (e)  To complete job-required training necessary to maintain licensure or similar standards required for holding a position, if comparable training cannot be obtained in Mississippi or a different state, county or municipality not affected by subsection (1) of this section; or

          (f)  To participate in any out-of-state meeting held by a legislative organization of which the Mississippi Legislature is a dues-paying member.

     (3)  The Attorney General shall develop, maintain and post on his or her internet website a current list of states, counties and municipalities that have enacted a law, ordinance or regulation prohibiting employee travel to the State of Mississippi.

     (4)  It shall be the responsibility of a state agency to consult the list on the internet website of the Attorney General in order to comply with the travel and funding restrictions imposed by this section.

     (5)  For purposes of this subsection, the term "state agency" means any agency, department, institution, board, commission, council, office, bureau, division, committee or subcommittee of the state.  However, the term "state agency" does not include a county, municipality or other unit of local government.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2022.
